A special preview prior to transmission on TG4 of Tobar Productions’ most recent film, a moving, gripping and beautifully illustrated documentary on the 75th anniversary of the ‘Arranmore Disaster’ which claimed the lives of 19 islanders. The only survivor lost 7 members of his family and was unable to speak about the horror of that night for 50 years until he agreed to give an interview to RTÉ, two years before his death. Much of the documentary was recorded in the house where Paddy spent months recovering before finally returning to his own home.

BIM in Donegal to offer sea safety courses

Fishermen and those who work at sea are being encouraged to take part in Marine Safety courses which will be available in west Donegal over the next four weeks.
For the first time in over five years the BIM Mobile Coastal Training Unit will provide a series of Marine Courses for fishermen at Gweedore Business Park, Derrybeg.
Mudules include Personal Survival techniques, Elementary first aid for seafarers and Fire Prevention, Health & Safety.

Comórtais Liteartha na Gaeilge 2011

Comhghairdeas do Phroinsais Mac an Bhaird a fuair an chéad duais don úrscéal ficsean éadrom is fearr dar teidil Rún an Bhonnáin i gcomórtais Liteartha an Oireachtais 2011. Bronnadh an chéad duais ar Phroinsais chomh maith i rannóg na drámaíochta. Tá na comórtais liteartha 114 bliain ar an fhód & I measc na scríbhneoirí a fuair duaiseanna iontu anuas tríd na blianta tá Pádraig Mac Piarais, Máirtin Ó Cadhain & Nuala Ní Dhónaill. Congratulations to Proinsias Mac an Bhaird who was awarded the first prize in the fiction category for his novel entitled Rún an Bhonnáin at the Oireachtas literary competitions 2011. Proinsias was also awarded first prize in the drama section. The literary competitions have been taking place for 114 years and writers who have received awards in the past include Pádraig Mac Piarais, Máirtin Ó Cadhain & Nuala Ní Dhónaill.

Family Income Supplement - FIS

FAMILY INCOME SUPPLEMENT MAY BE FOR YOU
Family Income Supplement (FIS) is paid by the Department of Social Protection and aims to provide support for people with families who are on low earnings. Towards the end of 2009, there were approximately 26,000 families, with almost 56,000 children, receiving FIS. In County Donegal there were approximately 1,700 families in receipt of FIS in 2010.

In the current economic climate there are families where hours of employment have been reduced resulting in reduced pay and some where the hourly rate was reduced, again, reducing actual take home pay. Therefore, there may be many more families who now have an entitlement to the Family Income Supplement (FIS) payment.
Generally to qualify for FIS, at least one member of the family must be working an average of 19 hours per week, with a minimum of one dependent child under 18, but up to 22 years if in full time education.
If you qualify for FIS you get a minimum payment of €20 a week TAX FREE which is not taken into account in the means test for a Medical Card.
The payment is based on your net salary (take home pay) which allows for deductions for income tax, PRSI contributions, the Universal Social Charge and pension contributions. There are a range of Social Welfare payments which are also not taken into account in your means: Child Benefit; Domiciliary Care Allowance; Carer’s Allowance; Guardian’s/Foster Allowances; Supplementary Welfare Allowance and others.

The following are the FIS net income limits for 2011:

An Example: If your net average weekly family income is below the income limit for your family size, then you get 60% of the difference between the two. The minimum you get is €20 a week. So, if you have two children and your net weekly income is €400, you get 60% of €202 – that is €121.20 a week.
There are rules with regard to parents who are separated and maintenance payments and there is only one payment made in respect of a family. The payment is generally made for one year and is then subject to review. You may get the Back to Work Allowance and also receive FIS but you may not receive FIS while you are on a Community Employment scheme.

Lean, Clean & Driving Green

Eco Driving Tips: If you take 80km/h as the Normal driving range, then increasing to 100km/h increases fuel consumption by 17% over the norm.
Increasing that to 120km/h increases fuel consumption by 29%.
All you need to do is be aware of a few simple rules:

• Eco driving means: look ahead, drive smoothly and avoid acceleration and heavy braking. This saves wear and tear on the car and makes for a more economic use of fuel and a reduction in your car maintenance costs.
• A less aggressive, energy conscious driving style could reduce your fuel use by 10%.
• Safe economical driving means keeping a sufficient distance behind the car in front. This way you can brake and accelerate more smoothly.
• Keep an eye on your gear-changing: When eco driving, revs should as far as possible kept at 2,500 rpm for petrol and 2,000 rpm for diesel vehicles, or below if possible.
• At bends reduce speed gently and accelerate smoothly when you are halfway through to reduce fuel use.
• Use the air conditioning sparingly.
• Turn off the rear window demister when your window is clear. Leaving it on uses up 3-5% more fuel.
• When you start the engine, don’t keep it idling to heat up the engine. This wastes fuel and should not be necessary if you drive off gently and smoothly. Eco driving encourages basic good driving practice. It might mean you use your car a little bit less, but you save fuel on the way you drive as well as cutting out unnecessary journeys.
• Even if waiting 30 seconds it is more economical to switch the engine off and start it again when necessary.
• Remove anything from the vehicle which increases ‘drag’. Roof boxes and roof racks should only be in place when they are being used. And don’t use the boot as a permanent storage space! Eco driving is lighter driving.
• When eco driving, consider sometimes avoiding short journeys, or link together several necessary journeys– cold engines use almost twice as much fuel as heated ones and catalytic converters can take up to five miles to become effective.
• Longer journeys give better fuel economy
• To save fuel in town driving – avoid over revving the engine and drive in as high a gear as is suitable to road conditions.
• Before your journey: plan the route to avoid local works, congestion or losing your way.
• Avoid where possible driving with your windows down, as this creates drag.
• For eco driving, the most efficient speed for fuel consumption has been shown to be 80-95 kph.
• Have your tyres checked regularly – under-inflated tyres use more fuel.
• Did you know that tyres 0.5 bar below recommended pressure increase fuel consumption by 2-3%
• And one of the most effective ways of eco driving: consider car-sharing for some journeys.

Consider buying an ‘eco friendly’ vehicle: As with any purchase, do your homework. Keep eco driving at the front of your mind? Check to see if the car you want has a hybrid or diesel version; you can find information about the lowest CO2 emission cars on the Department of Transport’s website in the ‘ACT ON CO2’ section. Or http://www.green-car-guide.com/guide/family-cars-2.html or just google low emission cars.
• All new cars should have an environmental label which grades the car from A (the cleanest) to G (the most polluting).
• Manufacturers are now obliged to publish CO2 emission information by law in their adverts.
• Fuel: As eco driving becomes more popular and necessary, there are now a range of cars and fuels to help you.
• Diesel vehicles have less CO2 emissions than their petrol equivalents, but they still produce harmful emissions. Choose one with a diesel particulate filter (DPF).
• Hybrid vehicles have a conventional engine in addition to an electrical motor and battery, which is recharged as you drive. They are available from several manufacturers and are becoming increasingly popular.
• Electric vehicles produce no exhaust emissions and are exempt from road tax. Most have a range of 100-200 km and a top speed of 50mph being worked on all the time. For eco driving, this has to be the most obvious choice.

Fógra Comharchumainn - Comharchumann Notice

Trading at the Comharchumann store has decreased steadily during the past 12 months. The costs of overheads will be reduced resulting in a three day week for employees and a reduction in the opening times of the store. From Tuesday 8 August, the store will close every Tuesday at 12:30pm. The store will remain open as normal for the remainder of the week. Because of the reduction in employee working hours, deliveries will take place on Thursdays and Fridays. Please ensure that orders for delivery are placed in advance of Thursday each week.   A review of income from tading will take place at the end of the third quarter (30 Sep) to assess whether further cost cutting measures will be necessary.

 Purpose of Meeting: Update re Bed Closures and the impact of reduction in services to our population in Dungloe Hospital, and ways for the people to continue to help to maintain the status of our local Community Hospital.

A further public meeting shall be held on Thursday 7th July 2011 at 7.30pm in Ionad Teampall Chróine, Chapel Road, Dungloe, Co. Donegal.

A NEW BILL that will be put forward by the government will see Gaeltacht areas in Ireland identified by how much the Irish language is used instead of geographical location.
The Minister for Gaeltacht Affairs Dinny McGinley also said yesterday that Údarás na Gaeltachta is to retain its statutory functions but with more ministerial input into its functions.
He was outlining the government’s plans to implement the 20-year strategy for the Irish language in a new bill to be prepared later this year.
The Irish Examiner reports that the new plans to change the identification of Gaeltacht areas will be determined by the use of the language.
At least two-thirds of the district’s population must now be shown by census data to be daily speakers of Irish.
Other determining factors will include the use of the language in the area’s social and institutional domains such as sports clubs and schools.
McGinley said the future of Údarás is secure but that the board will be reconstituted and reduced with elected members replaced by State and local authority appointees to save an estimated half-a-million euro, according to the Irish Times.
Details of how a mechanism to facilitate the co-operation between Údarás and non-Gaeltacht enterprise agencies with regard to “significant projects with high potential” will also be revealed when the legislation is introduced later this year.
The Department of Arts, Heritage, and the Gaeltacht will retain primary responsibility for the Irish language in and outside Gaeltacht areas. Meanwhile Foras na Gaeilge will contune its role as the agency of the North South Language Implementation Body, the Irish Times adds.

Clean up - Glanadh Suas

It is hoped to organise a general litter clean up on the island (weather permitting) towards the end of next week and prior to the June weekend. Donegal County Development Board Cultural Forum is seeking applications under the FAS Work Placement Program. Eligible Candidates must have an interest in Arts and Culture; have graphic and web design qualifications, be a self-starter, highly motivated and flexible. TÚS Programme Supervisors x 2 (Full-time post 35 hours per week with initial 12 month contract)

The company now seeks to fill a number of significant positions across a variety of programmes.



TÚS Programme Supervisors x 2 (Full-time post 35 hours per week with initial 12 month contract)


Working in a community setting, the persons appointed will be outreach based at a number of locations in the Letterkenny catchment and will maintain the TÚS programme delivery by providing broad supervision and human resources support to designated TÚS Community Work Placement participants. The above positions will entail a clear understanding of the roles and aims of Donegal Local Development Company Ltd., community groups, individual TÚS participants and the empowerment of communities. Successful applicants will be expected to work in such a way which promotes a safe and supportive environment, which is conducive to shared learning and individual personal development. In keeping with the requirements of the TÚS Programme successful candidates must be unemployed for a period of more than one year and currently in receipt of Jobseeker’s Allowance (including Jobseeker’s Benefit).

Candidate Specification /Skills and Abilities:

The ideal candidate will have a relevant third level qualification and/or equivalent work experience in the area of human resources/community development/social inclusion

• At least two years experience of working in a supervisory/human resources capacity with a company or community organisation;

• Good knowledge and understanding of issues specifically affecting the unemployed and those socially excluded;

• Supervision of compliance with health, safety and environmental requirements;

• Delivery of work-specific training;

• Good file and time management skills;

• Excellent organisational, communication, IT and interpersonal skills;

• Good ability to work on own initiative and as part of a team;

• Full driver’s license and access to own transport

Traveller Job Coach

(Full-time post 39 hours per week to conclude on December 31st, 2011)
Delivered in conjunction with FÁS, the person appointed will work with members of the Traveller Community to provide guidance and support to participants prior to and during job placements so that participants may achieve a smooth transition to employment.
Candidate Specification /Skills and Abilities:
The ideal candidate will have a relevant third level qualification and/or equivalent work experience in the area of community development / social inclusion
• At least four years experience of working with persons distanced from the Labour Market;
• Good awareness of issues and barriers facing Travellers and other marginalized groups when entering employment;
• High level of awareness of support services e.g. FÁS Employment Services, Regional Employment Services etc.;
• Project budgeting and financial controls combined with good file and time management skills;
• Excellent organisational, communication, IT and interpersonal skills;
• Good ability to work on own initiative and as part of a team;
• Full driver’s license and access to own transport.
Youth Opportunities Project Officer
(Full-time post 39 hours per week to conclude on December 31st, 2013)
Working with disadvantaged youth in Donegal border communities the person will co-ordinate the delivery a number of personal development courses giving participants the opportunity to consider positive life choices including opportunities and benefits of local community-based voluntarism. The project will integrate with the President’s Gaisce Awards Scheme. Reconciliation will be a crosscutting theme running throughout all elements of the course curriculum
Candidate Specification /Skills and Abilities:
The ideal candidate will have a relevant third level qualification and/or equivalent work experience in the area of youth development / community development / social inclusion

• At least four years experience of working in a supervisory/human resources capacity with youth / community organisations;
• Good knowledge and understanding of issues specifically affecting unemployed youth and those socially excluded;
• Development of course curriculum and liaison skills with training providers;
• Project budgeting and financial controls;
• Good file and time management skills;
• Excellent organisational, communication, IT and interpersonal skills;
• Good ability to work on own initiative and as part of a team;
• Full driver’s license and access to own transport.
