Major fishing port will be 'wiped out' by new EU rule

FEARS that a Donegal fishing community could become a "ghost port" have been raised days ahead of a crucial meeting of EU fisheries ministers.
Almost all of the 1,000 people living in Greencastle, on the eastern shores of the Inishowen peninsula, depend on the fishing industry for their livelihoods.
But fishermen based at Ireland's second largest white fish port warn that proposals to close down a fishing ground off the north west coast could sound the death knell for the village.
On the table at Thursday's meeting in Brussels to determine the EU's Total Allowable Catch for 2009 is a proposal to prohibit fishing for cod, haddock and whiting in local waters.
If agreed, it could wipe out a fleet of smaller boats, which are not capable of travelling farther out to sea.
The closure or part closure will also force the larger trawlers further out to Rockall, 500km away, and down to the south coast -- leaving Greencastle without a home fleet.
"Fishing is the lifeblood of this village. There is nothing else, particularly now that the construction industry has come and gone," said John O'Kane, manager of the Foyle Fishermen's Co-op.
Trawlermen Eddie Kelly and Cyril Harkin, who have chalked up over 60 years of fishing between them, believe the proposal, as it currently stands, will be the final straw for Greencastle.
"Fishermen are not going to steam half way around Ireland and then come back to Greencastle to land their catches. It's going to become a ghost port," said Cyril, whose son James is also a fisherman. Eddie added: "The problem is that fishermen only have about four percent of the vote. We are not getting enough Government support."

chuir an LDSIP ar fáil do phobail na n-oileán roimhe seo bhí Cumas Teo., Meitheal Forbartha na Gaeltachta agus Comhpháirtíocht Pobail Iarthar Chorcaí.
Tá an LDSIP dírithe ar mhíbhuntáiste a chur i leataobh mar aon le cothromaíocht agus buntáiste sóisialta/eacnamaíoch a chothú trí dhéileáil le cúinsí áitiúla agus díriú ar an dream is mó a bhfuil riachtanais acu sna pobail áitiúla. Déanann Pobal
bainistiú ar an LDSIP thar cheann na Roinne Gnóthaí Tuaithe, Pobail agus Gaeltachta. Tá réamhobair á dhéanamh ar an bplean cheana féin.
Coinneofar pobail na n-oileán ar an eolas faoin dul chun cinn agus beidh an fhoireann atá san oifig in Inis
Oírr sásta ceisteanna a fhreagairt faoi fhorbairtí an chláir sna mionna romhainn.

Comhar na nOileán Teoranta will take over responsibility for LDSIP on the islands in the years ahead. Cumas Teo., Meitheal Forbartha na Gaeltachta and West Cork Community Partnership are among the organisations which have delivered LDSIP
to island communities previously.
The LDSIP aims to counter disadvantage and promote equality and social/economic development by tackling local issues and equitably targeting those most in need within local communities. The LDSIP is managed by Pobal on behalf of the Department
of Community, Rural and Gaeltacht Affairs.
Preparatory work on the plan is in progress.
Island organisations will be kept informed on progress and staff in the office in Inis Oírr will be happy to answer questions on developments regarding the programme over the coming months.

Comhar na nOileán Teo. is the newly formed LEADER /Partnership Company for the inhabited offshore islands of Ireland. The Company will have an extended brief to cover delivery of Local Development Social Inclusion programmes to islands off the coast. As well as having responsibility for delivery of Rural Development and LDSIP programmes, the Company will take over as the implementing body for the Rural Social Scheme on Ireland’s islands.

The Company submitted an application under Axis 3 & 4 of the Rural Development Programme to the Department of Community, Rural & Gaeltacht Affairs in July 2008.

Information sessions on the new programme will be organised in cooperation with island Co-operatives and Development Companies as soon as is practical.


LEADER staff will transfer to the new Company when the transfer of undertakings between the two companies is agreed. It is hoped that this will be completed before the end of the year. Contact details for the staff will remain the same.

Comhar na nOileán will work with Comhdháil Oileáin na hÉireann to assess the needs of the islands and to develop a co-ordinated approach to addressing those needs.
