5000 new Tús work placement opportunities in the community sector
Éamon Ó Cuív TD, Minister for Social Protection has announced the arrangements for the Government’s new work placement initiative in the community sector. The initiative known as Tús, will provide 5,000 short term working opportunities for people unemployed for over a year. The placements will be with community sector organizations to support the delivery of their services. €30 million is being committed in 2011 to allow for the introduction of Tús and this will grow to a commitment of €100 million in 2012. Tús joins a range of new and expanded initiatives designed to provide assistance to the unemployed recently announced by the Tánaiste.
The Minister believes that Tús will be able to address the twin aims of providing opportunities for those who are unemployed and support for community and voluntary activity.
Tús, which will operate in rural and urban areas will be delivered using the infrastructure developed for the Rural Social Scheme which has operated in rural areas since 2004. This will ensure that administrative and employment obligations are shared between the Department and Local Development Companies and not by community sector bodies.
The Minister said: “I aim to achieve a number of objectives with Tús. Firstly, people who are unemployed will have an opportunity to work in the community for a twelve month period. Secondly, community organisations will benefit by harnessing the skills of people who are willing to work, and thirdly, this measure will provide opportunities for my Department to develop its control processes for the Live Register.”
Tús – key features
• The introduction of Tús was announced in the Budget with an allocation of €30m in 2011.
• Up to 5,000 places will be funded once the initiative becomes fully operational later in 2011.
• Tús will provide short-term, quality opportunities for unemployed people to work in community and voluntary bodies providing a broad range of services of benefit to communities.
• Participants will be paid the full jobseekers rate plus an additional €20 per week. Under 25 year olds will be paid the maximum Jobseekers Allowance plus €20 per week which makes Tús attractive to this group.
• The employment will be insured for all benefits under the social insurance system.
• Participants will work for 19 ½ hours per week for a duration of 12 months and there may be some degree of flexibility in terms of the schedule of hours.
• While responsibility for the operation of Tús rests with the Department of Social Protection, it will be managed at a local level, on the Department’s behalf, by each of the 52 Local Development Companies. Údarás na Gaeltachta will deliver Tús in the Gaeltacht.
• Community & Voluntary Organisations will be able to register their interest with the relevant Local Development Company and offer placements.
• Those who are unemployed for more than 12 months and in receipt of Jobseekers Assistance will be offered the opportunity to consider a placement by the Department of Social Protection.
• Local Development Companies will maintain panels of those identified by the Department for recruitment by community bodies.
• Tús will provide another outlet for the reinvigorated processes being rolled out under the National Employment Action Plan.
• It will support the control and management actions of the Department of Social Protection by identifying those not genuinely interested in work or those operating in the black economy.
• It has both an urban and rural focus and is built on the proven architecture of the Rural Social Scheme.

I gcomparáid le EUR15m caipitil a bhí ar fáil ón Státchiste in 2010, ní bheidh ach EUR6m ar fáil in 2011. Tá EUR6.2m eile le cur ar fáil ó fhoinsí na heagraíochta féin ar a n-áirítear sprioc de EUR2m ó dhíolachán sócmhainní tráth a bhfuil an tóin tite as margadh na maoine. At an Údarás na Gaeltachta Board meeting in Na Forbacha, Co. Galway today (10th December), members of the Board expressed great dissatisfaction and concern about the organisation's finances for the year 2011 and for the future. In comparison to the EUR15m capital budget made available by the Exchequer in 2010, only EUR6m will be provided in 2011. A further EUR6.2m is to be funded from the organisation's own resources, which includes a target income of EUR2m from the sale of assets at a time when the property market has effectively collapsed. An tÚdarás believes that its enterprise role is gradually being eroded at a time when its staff is continuing to prove the organisation's ability to deliver satisfactory job-creation results for the Exchequer and the Gaeltacht despite the present difficult economic climate.
At the Údarás Board meeting today, 55 projects involving a total of EUR2.9m in state funding were approved, which will lead to the creation of 193 new jobs when fully implemented. Despite the central role that Údarás na Gaeltachta is expected to have in the implementation of the 20 Year Strategy for the Irish Language both in the Gaeltacht and nationally, an tÚdarás believes that the organisation's enterprise functions are being undermined when its reduced funding leaves it with no option but to decrease its employment creation target from 600 jobs in 2010 to 300 jobs in 2011 at a time when employment creation is critical. The Board of an tÚdarás has appealed to all Gaeltacht and Irish language organisations to support its board members in highlighting the issue of the future of the organisation with public representatives, including during the upcoming general election campaign due early 2011.

Economic Development of the Islands –Forbairt Eacnamaíoch na nOileán
The Minister for Community, Equality and Gaeltacht Affairs, Pat Carey, T.D., has announced the launch of a report on the employment needs and the economic development potential of the islands. The economic consultants, FGS Consulting, were commissioned by the Department of Community, Equality and Gaeltacht Affairs to compile the report under the direction of a steering committee made up of representatives from Comhar na nOileán, Údarás na Gaeltachta and the Department itself. The report's recommendations relate to the following areas:
• Issues related to the cost of living and to improving the islands' infrastructure;
• Cost factors that prevent the establishment and operation of commercial enterprises on the islands;
• The islands' development potential and the employment needs of island communities;
• Recommendations regarding further targeted support measures which would be aimed at the promotion of sustainable development and job creation; and
• The costs and advantages relating to any of the new measures recommended to support investment.
Minister Carey said that the Department would use the report as a basis for the development of further policies in relation to the islands in the coming years and that he hoped that some of the recommendations could be put in place in the short term at very little cost. He said, "We now intend to carry out a further examination of the various recommendations made in the report in consultation with other relevant Departments and state agencies to establish the most practical method of implementation."

COMHARCHUMANN OILEÁN ÁRAINN MHÓR - OPPOSING GAELTACHT CUTS.
The 29 Comharchumainn Gaeltachta which are funded by Údarás na Gaeltachta, have joined forces to oppose Gaeltacht cuts, which if enforced will reduce spending through the Department of Gaeltacht Affairs from €149 million, in 2008, to €30m, in 2016.
Comharchumann Oileán Árainn Mhóir is one of 29 Gaeltacht organisations which is in receipt of an annual administrative grant from Údarás na Gaeltachta. Without the funding from an tÚdarás, Comharchumann Oileán Árainn Mhóir will not be in a position to maintain the community enterprises and services it provides to the community of Árainn Mhór.
The 29 Comharchumainn Gaeltachta between them, employ 140 full-time workers and 230 part-time workers. They also administer employment schemes which provide opportunities for over 100 individuals within the community.
Members of the community of Árainn Mhór who wish to oppose the proposed Gaeltacht cuts and support an comharchumann’s efforts can sign a petition which is currently being compiled at the offices of an comharchumann.

RURAL SOCIAL SCHEME (RSS)
Comhar na nOileán Teo. are now compiling a new waiting list for the RSS out of which vacancies that arise on the scheme may be filled.
The aims of RSS are to provide:
- Certain services of benefit to rural communities by harnessing the skills and talents available among low-income farmers and fisherpersons
- Income support to low income farmers and fisherpersons who are in receipt of specified, social welfare payments
Eligibility Criteria for Farmers Be able to provide proof of farming: A. Application for the EU Single Payment Scheme for the current year, or B. Declaration from the District Veterinary Office (D.V.O) confirming stock details at last test AND be in receipt of one of the specified social welfare payments Note: Each participant must occupy and farm in their own right a minimum of 1 Hectare of land within the State The following people are also permitted to participate in the scheme: · Dependant Spouse/Children/Siblings of a qualifying farmer (who meets the existing underlying eligibility criteria, mentioned above) · Qualified adult dependants of a State Pension (non-contributory), who themselves are under 66, who meet the existing underlying eligibility criteria, mentioned above | Eligibility Criteria for Fisherpersons Be in receipt of Fish Assist OR Be a: · Self employed fisherperson on a fishing boat, in the Register of Fishing Boats / whose boat has been issued with a Pot Fishing Licence · Self employed fisherperson who has been issued with a Commercial Salmon Fishing Licence / Commercial Eel Fishing Licence · Self employed fisherperson who has been issued with a dredging licence for shellfish · Holders of an Aquaculture licence issued by the Department of Communication, Marine and Natural Resources / Permit holders for shell fishing issued by a registered Cooperative AND be in receipt of one of the specified social welfare payments The following people are also permitted to participate in the scheme: · Dependent spouse of a person qualified i.e. instead of the spouse · Qualified adult dependants of a State Pension (non-contributory), who themselves are U66 |

An comharchumann is preparing an application for additional granite boulder signage on the island. The additional boulders will develop the granite signage townland project initiated in 2008 and will enhance the appearance of the island.

Tá an comharchumann i mbun togra a chur an Comhairle Chontae tús leis roinnt blianta ó shin ach nár cuireadh chun críoch é. Togra siúlóide dar teidil “ Ag siúl i dTír Chonaill” atá i gceist ina bhfuil 6 seastáin le pictiúir & eolas faoin oileán orthu curtha in airde timpeall siúlóidí an oileáin. Cuireadh na seastán in airde tamall siar ó shin agus faoi láthair, tá lucht dearaidh i mbun deartha ar na painéil eolais.
An Comharchumann in the process of completing a project which was initiated by Donegal County Council a number of years ago but was never completed. The project entitled ‘ Walking in Donegal’ consists of 6 information stands illustrating pictures, facts and history about the island which will be placed at various places of interest along the island's walking routes.
The stands have been in place for some time and the panels are in the process of being designed by the designers.

An comharchumann intends to commission a promotional DVD in order to promote the tourism potential of the island. The DVD will illustrate tourism facilities and registered tourism service providers will have an opportunity to promote their services on the DVD. An comharchumann’s application is currently being assessed. Further information will follow as it becomes available.

Tá an comharchumann páirteach, i gcomhair leis an Chomhairle Chontae, i dtionscadal turasóireachta do oileáin Dhún na nGall.(Comharchumann Thoraí & Comharchumann na nOileán Beag) Tá sé i gceist gan mhoill, ábhar cartlainne faoi Árainn Mhór a bhailiú. Beidh ábhar na cartlainne curtha ar fáil ina dhiaidh sin ar ‘touchscreen kiosks’ a bheidh lonnaithe in ionad eolais na cultúrlainne. Má tá smaointe ag daoine i dtaca le cartlann faoi leith ar chóir a bheith curtha sa bhailiúchán, déan teagmháil leis an chomharchumann le bhur dtoil chun an chomharchumann a chur ar an eolas faoi.

This October will see the third ever event of its kind taking place across the country with everyone being encouraged to be a part of it - get out and hit the trail! National Trails Day will see events being organised around the country to suit all ages, abilities and interests.
