Fears for integrity of Irish exam as students get preview

Students have been given a detailed preview of exactly what to expect in an oral Irish exam in 15 months’ time, after exam chiefs ignored the advice of experts.

Now a row has broken out over whether or not plans to change the oral Irish test next year will lead to a ‘dumbing down’ of the subject in the Leaving Certificate. The change will come into effect in 2012 when the marks for the oral increase from 25pc to 40pc of the total of 600 marks for the subject. As part of the change, students will be asked to give a description in Irish of a series of pictures on a page.

The advice from the experts was that the page should be given to the students only a few minutes before the test so that their ability would be really tested. But this advice has been ignored. Instead, 20 pages with pictures have been made available to schools — a year and three months before the test. One of these pages will be selected by the examiner and the student will be asked to give a description of it in four minutes for a maximum of 80 marks. In that time there may be “a small number” of questions from the examiner about the pictures.

Memorise
Anna Ni Ghallachoir from the Language Centre in NUI Maynooth said publishing the pages so far in advance gave students plenty of time to memorise what to say. The Irish Independent has learnt that this was also the view of the National Council for Curriculum and Assessment, the State’s advisory body. But the advice was rejected by the State Examinations Commission, which has posted the 20 pages on its website (www.examinations.ie). The commission has also named the five poems, one of which will have to be read aloud in part during the oral test.

The commission said this was a test of the candidate’s ability to understand the poem, as well as accuracy of pronunciation. Students can get up to 35 marks for just two minutes of poetry reading, but critics said most students will simply learn them off by heart, without necessarily having any clear understanding. They also point out that the much more difficult task of answering the poetry question on the written paper is worth only 30 marks. Ms Ni Ghallachoir said the arrangements for the poetry reading and picture description meant that students could boost their marks by rote learning but without displaying any real ability.

Critics said that the new arrangements do not reward the linguistic competence of native Irish speakers. Fiona Ui Uiginn, deputy principal of Colaiste Iosagain in Stillorgan, Co Dublin, said the official justification for the additional marks for the oral was that students would have more time to develop the spoken language.

“A similar change was introduced a number of years ago in the case of foreign languages.

“The result: Ireland now ranks at the bottom of European surveys on foreign language competence,” she added.

BUILDING ENERGY RATING FOUNDATION COURSE

 An Comharchumann is seeking expressions of interest from individuals who would like to complete the above course.

 Participants will have an opportunity to acquire FETAC accreditation.

 In order for the course to be run on Árainn Mhór, a minimum of 15 participants will be required.

 There will be no fee for individuals who are in receipt of a social welfare payment.

COURSE INFORMATION:

The BER Foundation course is designed to give students an overview of Building Energy Rating, the DEAP software and methodology and the Energy Performance of Building Directive and its implementation in Ireland. Topics include building physics, U-value calculations, and heating systems.

The course is open to all who are interested, but those who are trade or degree qualified in a construction discipline may continue on to the BER Assessor course. The course is also suitable for those for whom it has been a long time since last completing assignments/sitting an exam, those who would like an introduction into the concepts behind the BER before training to become an assessor, and anyone who would like more time working with the material.

Interested in organising a Youth Exchange but don’t know where to start?

A Training Course for Beginners in Youth Exchanges is taking place in France from 13th to 17th April 2011
This training course is called a ‘BTM’ which stands for Bilateral, Trilateral and Multilateral Exchanges.
Target Group: Youth workers, working directly with young people and who are interested in setting up international youth exchange projects. Participants should have little or no experience is planning and delivering youth exchanges.

There will be 30 youth workers from around Europe (Austria, Bulgaria, Finland, France, Greece, Hungary, Ireland, Italy, Portugal, Slovak Republic, Slovenia, Norway, Switzerland, Croatia) present, and the Irish National agency can support 3 youth workers/leaders to attend the training course.(One person per organisation)

Aims and Objectives:
The main goal is to develop the necessary skills and knowledge to develop youth exchanges. There is plenty of added value in sharing experiences and making the most of the opportunity to try to find partners

Costs:
Travel Costs to the BTM Training Course are covered by Léargas and Training & Accommodation costs are covered by the French National Agency however; there is a €50 participation fee payable by selected participants/ organisations.

Road Maintenance & General Election 2011

The road maintenance budget allocated to Comharchumann Árainn Mhór to undertake road maintenance works, was withdrawn in 2009 when Donegal County Council decided that staff of Donegal Co Co would in future, undertake the road maintenance works on the island. This arrangement has been unsatisfactory as there has been limited maintenance works completed in recent years. There is no formal contract of work between Donegal Co Co and an comharchumann.
Employees of Donegal Co Co did not come to the island during the recent freeze when comharchumann staff and other volunteers undertook the gritting of the roads.
An comharchumann has once again, expressed dissatisfaction with the current arrangements to County Councillors and staff of Donegal Co Co & has requested that a budget for road maintenance be allocated to an comharchumann.
A list of all roads in need of maintenance works has this week, been submitted to the roads engineer.

General Election:
An comharchumann was contacted by representatives of various political parties during the very cold weather about poor road conditions. It as put to them that in the absence of a budget or any formal agreement, an comharchumann cannot undertake council works.
The island will be visited by general election candidates in the run up to the election. This will provide householders who have concerns regarding road maintenance & conditions to make them known to visiting candidates.

An Comharchumann has received  of a grant payment of €1236.57 from Comhar na nOileán Teo for the purposes of purchasing a defibrillator for the island's First Responder Group.
